 How were the incoming tenants meant to make contact with you? Sounds as if they do as have made contact.stig22 said:

 Ok, cancel your broadband and make a complaint to the EA's controlling authority. As you're not bothered about the broadband, you can pay the termination fee, the new tenant will get a better new member joining contract anyway. Also, you will get the satisfaction of punishing someone at the company who tried to do you a favour.             Is this landlord who's treated you so badly the same one who recently kindly agreed to let you out of your lease early? And are you complaining about illegality and immorality when last year you were trying to evade tax on rental income?

            The agent shared the email to enable your request. I would expect that would be considered reasonable in the circumstances, I think the permission was implied by you asking them if the new tenants wanted to take over your broadband. Presumably they said they would be interested so the agent has put you in touch directly.I think some commonsense should apply here!2

            Stig22 - did you employ the estate agent to act on your behalf and negotiate terms of broadband dumping on new tenants? Did you pay the estate agent for providing this service? Or are you expecting EA to keep your precious email ID to themselves and liaise with new tenants?
 This is trying to cause unnecessary trouble to someone, just being petty.2

            Yes you probably could report them to the ICO, I’m not sure there would be any consequences. It sounds ridiculous that you would even consider raising this because they were doing you a favour, but we didn’t know the full story.0
