NCP parking ticket- I won!

Hello, Our family friend drove my wife's car for shopping and she had a parking ticket from NCP, we appealed the ticket via the one sized appeal letter which was rejected by NCP, then they wrote to my wife to either identify the driver of the Vehicle or pay the £100,  and my wife sent them an email of who was driving the vehicle. 
Now NCP has rejected the email without even responding back to my wife's email, now debt collector agency has been emailing  and texting her about a debt, she just called the debt collector agency now to find out what debt it is, only to discover it was the NCP ticket, they said the email about who was driving was rejected.
Hence I am here to seek advice. Bcos at this stage I don't know the next step to take. As the driver has been identified and it has been rejected n debt recovery is emailing my wife.
All advice would be listened too . Thanks

    Did your wife provide the name and postal address of the driver?  If so, ask the driver if they have received anything?  Did they respond to it?

    Why did she do that, when she would have won at POPLA as keeper? There is nothing in the NEWBIES to tell people to do that!

    At what point did she get a POPLA code and rejection letter?

    @Coupon-mad and @Umkomaas. The driver didn't recieve any letter, the debt collector company said the email my wife sent identifying the driver was rejected. 
    Yes we received a rejection letter with a popla code. I was going to appeal via popla. Not knowing she has identified the driver out of fear.

    I have asked my wife not to ring the debt recovery agency or the parking company  for now until I seek advice from this forum.

     the email my wife sent identifying the driver was rejected. But she wasn't supposed to name the driver.  You don't do that out of fear, you come here first and ask.

    If her POPLA code is within 32 days then she can still use it.  But it sounds like someone buried their head in the sand and didn't use it?

    I was suppose to appeal, but when she told me I didn't need to bcos she already named the driver..I said ok. Bcos there is no point in arguing with her. Now she wants my help.

    Which you seem not to have answered. 
    The Notice to Keeper has an instruction about how to transfer liability to the driver; often a section of it to complete and send to them.  Possibly going 'off piste' with an email may have caused the rejection?

    I suspect that as DRP are now involved, the appeal route to POPLA is closed - deadline missed, but please check. POPLA option has probably been sacrificed.  Why were you going to appeal to POPLA? This isn't yours to deal with. Don't mess it up any more than it has been already.  If your wife is the RK, it's her problem - you can help with any future work, but everything in her name.

    Popla code expired on the 28th of August whiìch was her mum funeral. Obviously her head wasn't in the right place. So what's the next step from her please?

    Ask POPLA if they will allow her an extension to use the code and prove her Mum's death and funeral (sorry but I suggest that's what is needed).  POPLA rarely agree but that seems like a compelling reason - email them - see their FAQs.

    Obviously YOU are not emailing them in your name as you are a third party.
