I'd ask them for photographic proof of the driver leaving the site. Leaving the car does not equate to leaving the site. Ask to see contemporaneous notes written by their parking weasel.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I agree with @BrownTrout - just send the appeal now and admit to driving (yes) to stop ANY NTK going to the lease firm. If you appeal as hirer/lessee to this one then UKPC will probably send out a NTK anyway...

In the case of a company car or hire car, if you get a windscreen ticket and cannot get it cancelled by the landowner (PLAN A above), appeal within the first 2 weeks, well before day 21. This is in order to hook the PPC in your direction, before they get a chance to get the keeper's details from the DVLA.
With this being a company car should I not be appealing now? Why is your advice to wait till day 25?
Thanks again.personally I dont care if its day 21 or not , as long as its not day 28 or later , so day 21 or now is fine by me , I did explain what I did not want to happen and that was UKPC applying to the dvla for RK details after day 28 , that was the important part to take away from thisas browntrout and coupon mad and others have indicated , you are appealing this to achieve what I said earlier , a pcn in your name , a popla code , a win at popla due to lack of concrete evidence of boundaries and identification and as umkomaas says , a lack of contemporaneous notes by the observerthe edna basher templates are the usual source if you really want a template (people are obsessed with templates)its not a sprint race, its a hurdle race so jump each one in turn1 -
