BHTV Compliance

Hi all

In 2018 I received a series of PCNs from NPM in Northampton for parking my car car outside my flat at the time. When we moved in, there were no restrictions and you could park on the road but a few months in, NPM installed signage everywhere meaning I had nowhere to park my car within half a mile of my rented flat. I tried parking in various places and occasionally forgot to display a permit.

Anyway, I followed the advice on this forum, appealed, lost, ignored the usual Final Reminder letters and those from Wright Hassall Solicitors and QDR and that was that- the last letter I received was early 2019.

I moved house in September 2019 and notified the DVLA and other companies except NPM. Yesterday, I received a letter from Oxford Magistrates court saying they have instructed my employer to deduct £811 of fines from my wages. No other info on the letter such as what these fines are for or anything. The only thing I can think any fines relate to is unpaid PCNs but surely the courts can't just send me a letter out of the blue telling me they're taking money from my wages? I never received any letters before action unless they were sent to my previous address.

Has anybody seen anything like this before?

    If it's from a magistrates court then it's the council , not any private company

    You need to check if this is regarding council penalty notices that went to the old address

    For advice on those , join pepipoo fightback forums using a non Hotmail email address and post in their council section

    I have no idea what bhtv means

    I think NPM might be National Parking Management (formerly Northamptonshire Parking Management) - an IPC AOS member. @Bunglebear321, please confirm. 

    It looks like a judgment in default followed by full enforcement action, resulting in an 'Attachment of Earnings' order. Well above the pay grade of this forum. Suggest the OP either posts on the following MSE sub-forum:

  • Thank you. I've never received a single council issued penalty notice so this is very strange. The only "fines" I have ever received are PCNs from private companies.
    Odd also that there is a magistrates court in Northampton however this has been sent by Oxford Mag.


  • Sorry but if its magistrates its NOT private ticket related. 
    Rather then asking people to get the crystal ball. Ring or email the mags court in question and ask them.....

I've just done some research and I've been slapped with 6 points on my license and £600  fine + fees for not providing info on a driver in December 2019.  I moved out in September 2019 and changed my details for everything, insurance, driving license, tax etc but not my V5C foolishly.

    I'll have to call the court tomorrow I suppose

    I don't really know, it just says BHTV compliance at the top of the letter. I'm assuming it's something Thames Valley

    Then as not changing your V5C details is an offence and you can be fined up to £1000 , get it done online asap

    It's also why this has happened as well , because it's not just private parking companies that use that data , it's councils and police etc too. I doubt that NPM have anything to do with it , although there may be cases in their name too , letters , LBC,s , court claims etc

    This is a direct consequence of failure to update the V5C , plus the fact that you would expect the DVLA to change all details from a data subject , but they don't do that , so that needs complaining about as well. At the moment you have to tell them twice , once for the driving licence , plus once for each V5C as well
