Just a bit of back ground first:
Received a window screen parking ticket and on the ticket it states that I was not parked in a bay, however if you actually look at the parking lot where I parked most of the lines are either wiped out or non existent. The person using the car had brought in a very sick child to the A/E but had no opportunity to look if the lines existed or not where they parked. The most annoying thing is, parking is meant to be free anyway at MRI for patients and visitors! Tried appealing to PALS but there flatly refused to get involved saying that the site is being managed by ParkingEye
Anyway I appealed as a keeper using the newbie sticky post as described here on the forum but weirdly enough I received a reply like so

"Thank you for your correspondence in relation to the Parking Charge incurred on x  at x, at Manchester University NHS Foundation Trust - A&E car park.
We are writing to advise you that your recent appeal has been placed on hold whilst we
await further information.
You have stated that you were not the driver of the vehicle at the date and time of the
breach of the terms and conditions of the car park, but you have not indicated who was.
ParkingEye have placed this charge on hold for 28 days to enable you to provide the
evidence requested. If this information is not provided within 28 days, the appeal may well
be rejected and a POPLA code provided."

I'm not sure how to proceed here. Could anyone please advise?

  • Yes, I'm aware of that, For the sake of resolving the issue in the appeal stage I sent them photographs clearly showing that the vehicle was parked in a safe place and that many areas in the parking lot had no lines/bays. They didn't even bother to go through that bit!

    Should I  but do I actually mail them back saying I have no obligation to divulge the information and ask them to actually go through the appeal that I put in regardless of that fact?

    PE wont resolve this , its down to the trust and PALS

    contact PALS again with your complaint , stating that they are jointly and severally liable and thise NHS guidelines from 2015 under Jeremy Hunt says so


    insist that they pass on your complaint to the trust and that it gets sorted out

    do not reply to PE, because you want a cancellation by the trust

    Parking Eye are just phishing for drivers details

    email a complaint to your local MP as well, asap

    ParkingEye's signs leave much to be desired/.  Many judgs have dismissed their cl

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    You can't lose.  ParkingEye don't ever send para 8 NTKs.  This'll be easy! 

    I don't think that they have a para 8 version.  Never seen one.
