Photo ID for bank or anything else?

Hi All,
Relative has a Barclays bank account which has become dormant.
They require a photo ID and a recent bill. Recent bill isn't an issue. However their passport still has their maiden name and was never changed from this. Bank account has their married name. Barclays won't accept passport. Eventhough they've shown other bank accounts with statements showing both the maiden and married name.
Is there any kind of photo ID proof that can be made by a notary to be used? Something that we can use long term as well in case we come across future issues?

P.S. Barclays have been absolutely useless overall. Even before this with someone else's account. They only respond after the 3rd letter.

Driving licence - if they don't have one they can apply for a provisional licence.Will they not accept the passport in combination with the marriage certificate and birth certificates?Get passport updated if their name has changed. Not having up to date, correct ID can cause all sorts of issues as they are discovering.0

I also second getting the name on the passport updated - this will be the long-term ID that you need to avoid issues like this in the future...1
