Neighbour changing use of garage

Some advice please. We live in a semi-detached property with a Garage at the side attached to our neighbours garage. The garage roof joists go across the brickworks from side to side and there are gaps between the joists - never been a problem until our new neighbours had work done in their house, removing doors and walls which means every time they cook we get the aroma/smell invading our home. In addition they have two very small children who are often left in the garage to play or to sleep and the crying is driving us potty. Would be be within our rights ti board up the gaps .. or would we need planning permission?0
