Because Councils don't care about displacement, nor do some of them properly consider the needs of residents or even disabled people's access needs.  Displacement is caused every time a Council introduces a stupid 'permit scheme' in a few roads.  They don't care about the effects on people.

Permit schemes are put in at the request of residents and only if they get the right support. It is the Highway Authority's Network Management duty to minimise congestion.

    LOL, you think so?

Local Authorities here push their 'lovely' permit schemes as if they are a panacea then put their fingers in their ears once they've duped locals into agreeing and falling into line.  A letter comes out telling you that your area is lucky enough to be being considered for a permit scheme - hahaha!

They don't tell people in narrow streets, for example, that they will lose over half their parking.

They don't tell people that they will lose their white lines across their driveways and the right to park in front of their own drive.

People agree because they are encouraged to agree and are not told the full picture (as with this consultation).

Luckily, in my area, the neighbours refused (guess why?).  Permit schemes are not always inflicted 'at the request of residents'.

I do because my team implements Permit Schemes. So from my personal experience, yes, they are implemented at the residents' request.

I had gathered something like that, as you seem so keen on permit schemes!

Some Councils may be OK about them (and sometimes no doubt they are needed) but others foist them upon unsuspecting residents to make each street fall in line and then wonder (too late) why cars are displaced and people are angry about having double yellows along their street instead of half the spaces they used to park in.

The point for this thread is, some Councils will not fairly exempt narrow roads and whilst it's a good idea generally to stop people plonking their vehicle across a pavement, as always these things are a matter of fact, degree and location.  And sometimes it's disabled people who will actually need to stop like that, for example in front of their garage temporarily, getting out for mere minutes while another family member comes out to drive it into the garage if that's not possible for the driver.    And hey ho, a PCN will be issued in the 5 minute gap by a lurking CEO.

I guess that more people will get rid of their lawns at the front to create more parking space. Perhaps Rishi Sunak will work something out to create jobs.

In my area it's not so much the residents that park on the pavement as most multiple car families have either block paved or tarmacked most of their front garden. It's the visitors that park on the pavements.

I might have to consider getting some "bitumen slapped up my alley".

    Not so..!

Two quite large areas of my city got put under permit regulations largely against the wishes of local residents.

Both schemes were the upshot of large employers being forced to implement “traffic management plans” (ie bring in the private parking goons) on their estates as part of the planning conditions for extensive redevelopment schemes. The council then followed through “to make them work” and surrounded the sites with expensive permit zones as large as they could possibly get away with.

The only reason my area escaped being in one of these zones, despite near total opposition from the outset was because of merciless sh!tstirring by us when we found out the arty footbridge to nowhere in the plans was not going to happen. The council however determined that they would still proceed with the zone despite a big fast river in the way which placed the site around three miles and a fairly steep hill away on the existing roads..!

Improvements to public transport to these sites followed about three years after everything else, of course.

I have neighbours with adult children who have four cars in the drive. At least they are not parked on the pavement. Young adults are not buying their first home as early as they did in the 70's and 80's.

Public transport is not particularly good in my area. Many bus routes finish at around 6.00 pm, some earlier.

There are also people who have a work's van that they bring home at night. Internet shopping has created more delivery vans.
