It is still a Police responsibility, whether they choose to enforce or not is a different matter. The extra CEOs would have to be funded by the Council if there was the demand from residents to enforce "pavement parking"roddydogs said:

I have always assumed that pavements are for pedestrians and roads are for cars. But pavements are now car parking areas and unofficial cycling lanes. The elderly, disabled people, those with young children etc. etc. can't assume that the pavement is a safe place for them.
So I should welcome this but as others have said it won't work in most areas. This is a small country with a large population, way too many cars for the infrastructure and lousy planning. Currently the only hope with most motoring-related problems is responsible motorists and there are a lot of them here.5 -
Whilst welcoming it in principle, it will inflict abject misery on people who live in narrow roads, because it seems they want to leave it up to Councils to exempt certain roads but haven't provided a road width measurement for what constitutes a 'narrow road'.
