    It is still a Police responsibility, whether they choose to enforce or not is a different matter. The extra CEOs would have to be funded by the Council if there was the demand from residents to enforce "pavement parking"

    Whilst welcoming it in principle, it will inflict abject misery on people who live in narrow roads, because it seems they want to leave it up to Councils to exempt certain roads but haven't provided a road width measurement for what constitutes a 'narrow road'.  Hence some Councils will have a field day.
    Why would council's make more hassle for them by having demands for additional parking facilities from residents and potential highway network issues elsewhere by the displacement of vehicles parking?
