Complain to the DVLA and the DVLA Kadoe team because the scammers obtained keeper personal data without reason because the scammer's didn't have a contract to scam where the car was stopped.

    ccrt@dvla.gov.uk and KADOEservice.support@dvla.gov.uk

Also complain to VCS and the IPC. Mr SRS once told a judge he would have investigated a problem had a complaint been made, but had never received anything. It is essential that complaints are made to show a judge that the scammers are doing nothing about complaints.

The Western Daily Press and Bristol Evening Post might be interested, especially as flights to places on the green list will be starting soon. Either see if a journo will be interested, or get something printed in the letters page.

People need to be made aware about this scam. You are the third person we know of who has been scammed outside the scammers contracted scamming zone, plus the recent case of someone who was scammed for stopping at a stop sign.

I believe two of these cases were thrown out in court, and two others including yours were dropped after complaints were made.

Warning, unregulated private parking companies issuing spurious charges and court claims against innocent motorists at Bristol International Airport. These unregulated parking companies have been referred to by MPs across all parties as rogues, scammers, and bloodsuckers, yet the airport owners are seemingly content to let this continue, as is the DVLA who hand out vehicle keeper's personal details for £2.50 a go without checking beforehand that the request is valid.

Why not complain  to the new Mayor

Good idea. Both the Bristol Mayor and West of England Mayor should get involved.

Hello, the VCS van caught us twice at Bristol airport.. once while we stopped to look at my map as we were lost (we were going to hotel) and once while I was being dropped off at hotel. However our car is foreign so not on U.K. plates.. are they likely to pursue it? Thank you

Not a chance. The DVLA won't have registered keeper data for anywhere outside of the UK.  How do you know the VCS van 'caught you twice'?
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

@carthcartzigel have you had confirmation from the court (CCBC) that the claim is discontinued? (It's not unheard of for a PPC to tell a D that a claim is discontinued but not tell the court, leading to an undefended claim and a default judgment).

No, I haven’t had court confirmation. I’ll contact them now to chase this up.  I would be horrified if this was the case!

I am taking this up with my MP who has
said she has regular meeting with the Airport and other constituents have complained of similar.
I am also pursuing this with the Airport CEO, sending copies of all the correspondence I received from VCS, how the appeals process failed me and to illustrate how the process is designed to intimidate motorists into paying regardless of whether they have committed a parking contravention or not.  I’ll keep posting any significant outcomes in here.  My view is if the pressure needs to come from
Bristol Airport to get VCS to change.

A charge for No Stopping Allowed is not a parking contravention. ;)
In reality VCS shouldn't even be able to get keeper details on this basis as I'm not sure it's covered under a KADOE agreement. (Notwithstanding that it definitely is not covered under POFA schedule 4, so a keeper can never be legally liable for a private No Stopping charge; further notwithstanding that airport land is usually covered under bylaws so POFA again doesn't apply). :)

I've checked this on the court website and the claim has been withdrawn - phew!
