I think the email is reasonably clear that you have do something - there's an expiry date, it talks about when, etc

This is the biggest issue - you were receiving two emails, I'm sure that the average person would probably have wanted to check that there were two payments going out by mistake, let alone one! I think if you had acted on the first email, then it would have been easier to argue about a misunderstanding on the process.

With regard to inactive sims, that assumes they can be bothered to monitor them, and do something - I have several that I only use in short intensive bursts but are dormant for months on end otherwise
