    Planning permission - signs would still be binding
    Advertising consent - lack of consent is a criminal offence, and a court should not assist someone who is bringing a claim based on a criminal offence. 
    In short: your question is complex and requires you to argue it well, which is why we dont usually recommend it.

    Especially as a Judge in a civil court is unlikely to want to touch a criminal issue with a bargepole. We have never seen either 'planning permission' or 'advertising consent' win any private parking court case, and while 'Ex Turpi Causa Non Oritur Actio' could apply, it's unlikely that the man on the Clapham omnibus has the wherewithal to prosecute it successfully. 

    On the basis of not setting unnecessary hares running, I suggest the OP concentrates on those issues that are likely to be much more productive.

    I have the contract for Chichester College from another case - the OPS version. 

    In fact I've assisted with three cases there, all discontinued or won.
