    By the way, you need to edit your first post to remove information about who parked. Only ever refer to The Driver and The Keeper, even on here.

    As above , try for a landowner cancellation first , but do not miss appealing around day 25/26 if it's not cancelled by then , so think of it as two or three weeks for plan A , then plan B is the appeal as keeper

    Do not throw yourself under the bus by implying who was driving , that is a fools errand
  • We went back to retail park but shops said they could'nt do anything. They sent me to a porta cabin but the man said he did'nt know who the landowners were and just gave us a uk pc appeal card. As our civic offices are still not open I doubt we will be able to find out who owns the land. Could anyone just advise on the next step please.

    Where exactly is this retail park?

    Has this retail park been mentioned before on this forum? Use the forum's search facility to find out.

    HM Land Registry will tell you the owner for a small fee - about £3 I think.

    Have you looked at your local authority's website? A lot of them have a spreadsheet that lists all the properties in their area that attract Non-domestic Rates. You then know the landholder.

    The offices will be open for some enquiries over the phone or email. 
  • The retail park is in Thurrock where Tk Max, Asda etc is. Emailed the council and they sent an automated reply saying they will answer in 5-10 days which is cutting it a bit fine.

    From that description, at first I thought you must mean Thurrock Shopping Park, but on their Parking page it says:
    Our car park is totally free with over 1,600 parking spaces.
    Totally free?? Then how come you have been charged?  ;) 
    A rhetorical question perhaps, but surely worth mentioning in your complaint. 

    There is a Contact Us page on their website.


    Completely Retail seem to manage it and there are contact details for the owners and agents available when you login there.


    Looking at Google Street View, the July 2019 entrance sign includes:

    JLL = 
    Jones Lang LaSalle IP, Inc.

    They too of course have a Contact Us webpage.

  • Spent hours trying to find out the landowners of this Retail park with no success. The council gave me land registry number but they are closed. Online it said each search was £20. The other names that came up were Landsec, DTZ investors and Nuveen. Could anybody help with this please.
