Could someone please advise  on what to do,
A driver parked in a retail park on Thursday and when returned  had a ticket issued by UKPC.  baffled as to why until another shopper said its because you are on the white line of the bay.. The driver would like to know  what step to take about appealing.

That someone is a fool , especially if this was in England or Wales !!!

Firstly , no blabbing about who was driving , not to anyone at all !!

If this was a windscreen ticket , appeal on day 25 following the incident , as Keeper , make sure it's as keeper , no letting them know who was driving , copy and paste the blue text template appeal and use it , no changes at all !! None at all

Forget about what happened , it's irrelevant

Ideally complain to the landowner or retail park , using the royal WE , we shopped , we are annoyed etc , try for a cancellation using a copy of the PCN , no handing over the original PCN , keep it safe

I assume this is not a lease or hire vehicle , nor in Scotland or Northern Ireland ??

Ps , use a tablet or better still use a laptop for this , not a phone

I have tried clicking on 2 links on the newbie bit but am getting service unavailable.

I wonder what that means? Without knowing what you might have clicked on, and where that might've been, it's not possible to help on that.

You need to be reading the first post of the NEWBIES thread.
To find the NEWBIES thread, go back to where you found the New Thread button earlier and it is one of the first five threads on the list of threads there - it's the one with NEWBIES in the title.

But before any of that, you need to edit your post to avoid giving away the driver's identity.

Firstly, best not to take advice from those who know nothing.  You take FULL notice to the accredited members on this forum as we have all seen everything and the teeshirt.

From the start, be aware that UKPC are known fraudsters

Like all parking companies, Covid has created a financial mess and UKPC are no different

I was in a M&S store today and my tyres were on a white line .. WHY because the car next me was on another white line and so was the car further up .... it's the “Ricochet Effect
The reason....... car park spaces are too small

What to do ....... you appeal to UKPC.   Were your wheels over the white line or on the white line? the picture UKPC sent you, can you show it here

As I thought Keith, you are much younger than me and use abbreviations

    Where do you get a T-shirt ?   in a T-Shop of course

I don't understand.  That doesn't happen and there are no links you need to click on there at this stage.

Why are you clicking on links when the NEWBIES thread main wording tells a KEEPER when to appeal (day 26) and what to submit.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    UKPC have form, read this

    https://www.dailymail.co.uk/news/article-3229165/Is-PROOF-private-parking-firms-scamming-motorists-Drivers-say-timings-photos-doctored-legally-parked-cars-issued-fines.html

Many judges regard this type of claim for an alleged BOC as a waste of court time.  Read this

    https://en.wikipedia.org/wiki/De_minimis#:~:text=De%20minimis%20is%20a%20Latin,refuses%20to%20consider%20trifling%20matters.

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Plan A is always to complain to the landowner. If is cancelled then there will be no need to appeal. If it isn't cancelled then don't miss the appeal deadline. Appeal as keeper using the blue template unaltered.

You can often find the landowner by asking the council who pays the non-domestic business rates for the location. Sometimes councils have a spreadsheet with it on.

You can always complain to the store manager of every retail outlet visited, whether a purchase was made or not. Businesses want your custom but an unpleasant experience like this will no doubt persuade you to shop elsewhere in future.
Remember, the keeper complains whether they were an occupant of the vehicle or not.
    The driver is not involved.
You can always use the Royal WE. WE visited, WE got a PCN, WE aren't happy about coming back to shop again, etcetera.
