No not in Scotland, it was in Essex. And no never had any previous points/fines or anything.0

Would the expired photo card at the time of the offence be something that could still be picked up at this point?0 -
Actually it's not. The National Police Chiefs' Council's guidelines says that courses may be offered up to and including (Limit + 10% + 9mph), so 86mph in a 70 mph limit. The only restriction is that you can only do one course of the same type (there are three) within three years, the offence dates being used calculate that period. Paragraph 9.6 of this document explains:

It is dated 2015 but it hasn't changed. Offering of a course is entirely at the discretion of the police but it might be worth a phone call to ask why the guidelines were not followed in your case.0 -
It just said on the letter I was going too fast to be offered it. To be honest I think the fine and points is better for me as managing childcare and taking time off college for me to go to a course would be a nightmare

are still used, Essex police only offer courses for speed exceedances of up to 10% + 5mph which for a 70 limit would be 82mph and the OP was doing 86mph.0 -
The courses are held on line at the moment. I can only tell you the guidance. If it was me I'd make a phone call.0
