The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

You do not need to register to comment on the enforcement framework which can be found here. It has a link on page 5 to make comments.

At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.
And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.

So here is their reply.
We write further to our email sent on 11th September 2020. Our Client has confirmed that your Subject Access Request (SAR) was responded to on the 4th February 2020.
The Notice to Keeper was issued to you on 17th April 2019. A copy is attached. You were afforded the opportunity to appeal the parking charge, transfer liability to the driver (if it was not you) or make payment. Neither a successful appeal nor an adequate nomination were received, yet payment remains outstanding.
We have placed a hold on your account for 30 days as requested. This leads to 17th October 2020 by which time payment of the full outstanding balance of £160.00 is due to prevent legal proceedings being issued against you, as per the Letter of Claim. Payment can be made via bank transfer to our designated client account
Now i will contact HR at the hospital and see if they can get this cancelled. Other than that, does anyone know what the next step is?0 -

You already know DCBL are scamming you by adding a fake £60 and on the basis of the scam you are not going to pay anything. DCBL will go down the same routs as BWLegal who have been damaged by fakery
Advise these "can't pay" TV addicts to explain the fake £60 as it's a very weak attempt of double recovery

I had already submitted a SAR earlier in the year for a separate parking charge from the same company. So effectively I already had the information. I said:
1) I am seeking debt advice but I deny any debt and this case must be put 'on hold' for not less than 30 days under the PAP for debt claims 2017.
(2) I have submitted to your client a SAR and have insufficient information to date.
(3) I also confirm my correct address for service is:

May I ask, what authority do you have to add £60 to the original charge?
A week later they replied

Please note that we are reviewing this matter internally. We have placed a hold on your account and will contact you in due course.
A week after that they sent me the following email

And nothing since then, 4 months since the case 'resumed'.
So as it seems, the advice I got here checked out. I may get served a court notice any day now but I'm hoping that covid puts these leeches out of business before they get to do that.
