If it goes missing then surely that would be the courier fault ?
    Depends what you mean.
The neighbour accepted it, so they have a duty of care, so if it goes missing then it's their fault.
The delivery agent didn't follow your delivery preferences, so it's also his fault.
Hermes don't pay their delivery agents enough to actually make multiple attempts, so it's their fault too.
The company sending goods to you using Hermes must know they have a poor reputation, so it's their fault.
You bought the goods either knowing they use Hermes, or without checking, so it's your fault.

What happens if the goods have gone missing:
Your contract is with the seller, so you should complain to them.
    The seller complains to Hermes.
Hermes take it up with the delivery agent.
The delivery agent goes back to the neighbour (maybe).
Maybe the police get involved. Maybe not.
Once they are satisfied that you didn't receive your goods, you get a refund or replacement.
If that doesn't happen... you would need to pursue the claim in the small claims court. Against the seller.

Is there someone you know who could go and collect it on your behalf?

If I’d taken in a parcel for a neighbour (accepting duty of care) and a random stranger turned up claiming that the neighbour had asked them to collect the parcel, I’d be highly suspicious!

I’m away from home at the moment and expected Hermes to attempt delivery again tomorrow. However they took it upon themselves to leave it with a neighbor even though I didn’t request it in the app

who is in the wrong here ?
    You are!

You have opted for a bottom end of the market delivery service who charge peanuts yet you expect them to keep coming back until you happen to be in!

Pay a bit extra and buy from somebody who uses a decent delivery service if it bothers you that much!

Indeed, but perhaps they could go with OP?  If OP is unknown to them anyway, they might not even notice it's not the occupier!  I've had unknown neighbours turn up to collect a parcel before.  I just asked them for some information they'd only know if they had ordered something.  Granted, it could have been scammers collecting something they'd ordered on the neighbour's stolen card or something (it wasn't), but I have no interest in being a fraud investigator for the vendor.

Your contract is with the seller. Complain to them.
If the neighbours won't give the item or deny having it then demand a replacement or refund from the seller.
If you have good reason to think speaking to your neighbours would put you in danger, then inform the seller of this. Optionally contact the police yourself. Good reason would be something like previous violence or antisocial behaviour, not just your own mental health problems.
If the item is something that should reasonably be kept confidential, for example medical equipment, then you may have strong grounds for complaint.
If you have the item and there is no reasonable issue with it being delivered to a neighbour then I doubt you will get anything.

Mental health issues are so difficult. You can't just stop being paranoid about it!
There's really nothing you can do just now. Hopefully you have got your delivery and everything is fine.
Going forwards, you can usually add a note to a delivery such as "do not leave with neighbour" or you could put a note on your letterbox saying if there is no answer then please don't leave with neighbour.
Do they have the option to delay? I don't know about Hermes, but DPD offer to change the day of delivery if you aren't going to be in.

In which case you need to clarify what you DO want them to do...
