If I bought a ready made PC I would probably want to rid it of bloatware so the first thing I would do is wipe the hard drive and reinstall Windows. That would also check the activation code works. So it wouldn't matter if someone had previously used it.

... Surely the law should specify whether plugging an electrical item means it is now "used". If you inspected it in a shop it would be turned on.
And apart from being turned on, in a shop you might possibly try it out with some software that wouldn't neccessarily be pre-installed on it if you bought it?

(Oh God!  Am I beginning to agree with you?  This can't be happening!!!)

I don't know of any shop that would allow someone to install software on a display PC, the only shops that i have been in that have PC's turned on and on display show a video/interactive program which displays the specification/features of the PC and you can't even use windows on them without a password.

The seller should make it clear if they are going to charge you for plugging it in or installing software. Do they do that? I don't buy ready made PCs.

    They do indeed Freddyboy ;)
We’re happy for you to unpack the appliance and have a proper look at it. However, if you have used the product or had it installed, we may not be able to sell it to someone else. This means that where the value of the product is reduced by your use, we may only make a partial refund, or charge you for the reduction in value. If you have not used the product and it is returned to us in the original packaging, you will receive a full refund. Your refund will be made within 14 days of collection of the appliance.

That's not clear at all I am afraid. What is using the product? How much is a partial refund? What is the 'reduction in value'. Sounds like the retailer can just make it up as they go along. Real rip off the customer.

Pretty clear to be Freddyboy. In terms of a PC, using would be booting it up and 'using it'. Reduction in value, well, that would be the difference between a brand new unused PC and a second hand one. Do try and keep up Frederick.

Yes it's getting a bit dull. Amazon just tell you to delete everything before returning. That sounds more reasonable. Obviously an area to choose your retailer carefully to avoid any trouble.

A hard drive format does not remove everything. I wouldn't be happy purchasing a new PC which had been used and god knows what downloaded from the net.
Amazon would sell that in their warehouse as used. They will soak up the loss, but do it too many times, and bang goes your account!
