Wheelie bin

I moved into a new house at the weekend, its a new build on a brand new estate. The house is shared ownership with Rotherham council, I'm paying mortgage on 25% and rent on the rest. I've looked on the council web site to try to order wheelie bins (general waste/ cardboard and glass/tin) and it says I have to pay over £20…

Where I used to live the bins were stolen by the local kids who wanted the wheels.
