Wheelie bin

I moved into a new house at the weekend, its a new build on a brand new estate. The house is shared ownership with Rotherham council, I'm paying mortgage on 25% and rent on the rest. I've looked on the council web site to try to order wheelie bins (general waste/ cardboard and glass/tin) and it says I have to pay over £20 per bin plus a delivery charge (I already pay for my garden waste bin)  Is this normal as I always assumed it was paid out of our council tax.. Having paid for solicitor fees, removals, carpets and window blinds rubbish bins isn't something I had bugited for..

IMO, no, it's not normal. All this has to be covered by the council tax.
Is the charge related in any way to the fact that it's shared ownership? If not, then why do you tell us about this?

Your council isn't alone in charging. See this one as an example. Check with your builders to see if they have already paid for bins for your property and if not why not; they've made profit from building the house, why should the rest of the council tax payers have to subsidise the provision of your new bin through their council tax?

    New property wheeled bins

From 1 January 2018 we no longer provide free of charge wheeled bins for household refuse and recycling for new properties.

Developers building new houses will be asked to pay £72.60 for the procurement, storage, delivery and administration costs of the provision of the bins for their new properties.

If communal bins are required the cost will be £262.90.

Speak to your house builder to ask if they have made payment for your bins before you contact the Council to request them.

For further information and the process on how to activate the delivery of your bins please read the Frequently Asked Questions (FAQs).

For information about our decision to charge for bins for new properties please see the report agreed by Cabinet 12 June 2017. If you have further questions, please contact us.

Is that the cost to the developer? What does the developer say about it?
  • No,it's the council that says all new builds are responsible for the purchase of their own bins.

No, the Rotherham council website says all new build properties are responsible for the purchase of their own bins. The builders have left a welcome pack that states the same..

It would seem that the OP has no alternative but to pay.  It's only £20 so not really worth getting wound up over.  I would however mark it very clearly with the property address once delivered.

We had to pay for a replacement wheelie bin from Barnet Council. That was £50. And they took ages to deliver it!
No reliance should be placed on the above! Absolutely none, do you hear?

We are just up the road in Worksop and we had to buy our bins from Bassetlaw council as well.
