That seems to be Rate 2. You're reading was correct, it's just notched up to the next kWh just like a car mileometer.
If you press CYCLE DISPLAY it's likely to show Rate 1 and then also the Total (i.e. Rate 1 + Rate 2).
There's no standard about whether R1 or R2 is the night rate, so check your bill carefully to make sure they're not the wrong way round.  It's likely that the meter defaults to the rate it is registering at the time, so if you check at the right time you'll see it change over

Have you registered with the supplier?  Don't delay.
You seem to have an E7 tariff, so make sure that your immersion heater is on a circuit that switched by the meter.  Look out for any neon indicators on the feed, or see whether the light on the meter starts flashing more rapidly when the cheap rate kicks in.
1000 flashes equal 1 kiloWatt hour which costs anything from 8p - 20p or so, depending on your tariff and whether it's cheap rate.
Make sure any immersion heater Boost switch is always left off.  It's likely to connect to an immersion heater in the middle of the tank; the E7 supply will go to the lower one.
Tomorrow's tasks: find out exactly when the cheap rate periods are, that's when all electricity is cheaper, including the tumble dryer etc.  Beware - there may be a two hour gap in the middle of the night but that's handy for double dipping, getting cheap rate late at night and again early in the morning.  Confirm it by watching the meter display change over.

Double check the times given on the 'cheap rate periods' website.  It has always been wrong for South of Scotland.  Our rate is still the old white meter rate of 8.5 hours either 23.00 to 7.30 or 24.00 to 8.30 depending on winter/summer clock change.  Don't know if other regional times given are accurate.

OP, you also need to determine how the property is heated. With your E7 tariff, it should have night storage heaters, but it's not unknown for idiot LL's to rip these out and fit cheap convectors, but without changing the metering/tariff. So, if you are not sure, also post a pic of one of the heaters. NSH's are much bulkier and heavier.

This is one of the heater.

I've checked again the meter, yesterday was 44372 today is 44375, this '3' which is the difference between yesterday and today how much is in money?
I've also pressed cycle display, it appears two more series of number.

Bad news.  That's not a storage heater, so it will use expensive daytime rates.  And it looks like you're on Economy 7, so they'll be even more expensive because daytime E7 costs more than single rate electricity.  Time to think about moving, I'm afraid.
You won't know what those three units have cost until you've registered with the supplier.  Choose their cheapest rate without exit fees, then switch.

This flat is going to cost you a small fortune to run. You will need to make sure you are on absolutely the cheapest electric tariff you can find in your area and make sure that you only use the heating sparingly otherwise you are going to rack up big bills.

Set up your online account with your energy supplier so that you can supply regular meter readings and keep an eye on the energy that you are using. Ideally if you are paying by direct debit rather than quarterly bills your account would be building up a decent credit balance right now to see you through the winter months.
