    New staff refuse discount and demand full cost of£5. 

    Could this result  in £5 being received from the customer and £2-50 from the government? Total £7-50.

    If yes, what should the customer do? If anything.
    If this is a 'pub, then there should not be a discount on purchase of drinks without food, so the staff were right to refuse.
    What difference does being a "pub" make?

    "Drinks".,  Government  guidelines, www.gov.uk,  only differentiate between alcoholic and non alcololic drinks.

    Why not?  They appear to know that you've paid your bill already.  
      After serious thought and consideration I'm not sure that it makes any difference, if they know or not.

    In effect there was 2 seperate transactions, 1 for food and 1 for non alcoholic drinks.
