Yes this has already been clarified in earlier posts, thanks. In the interests of clarity - there was no necessity for trade disposal of an empty crisp bag found under a bed and I could have done the repairs to plaster/decoration in 5 minutes with a tester pot. The only reason the tenants didn't was because they weren't responsible for them in the first place and naively presumed it wouldn't affect their deposits. But they don't have proof of this so we'll see what transpires. I will post the outcome for interested parties.
