I am in a similar position. I should have flown with them this weekend but the government advised against unnecessary travel to my intended destination country. Neither flight was cancelled. My insurance company has said that I should pursue this with Ryanair because current government advice is that the CMA (Competition and Markets Authority) expect a consumer to be offered a full refund where a consumer cancels, or is prevented from receiving any services, because Government public health measures mean they are not allowed to use the services.
If you Google the-coronavirus-covid-19-pandemic-consumer-contracts-cancellation-and-refunds it should take you to the appropriate page on the UK government site, with this under "The position in most cases" section.0 -
FCO advice is NOT a government public health measure, and that is where the entire argument falls down.
Even if it was, the "measure" does not physically stop you going to the airport and catching the flight.1 -
It invalidates your travel insurance. You have to quarantine for 14 days upon your return to the UK.0

And neither of those are Ryanairs problem. In addition the quarantine does not stop you using the flights, it would be your own choice not to do so = disinclination to travel0

To be honest the CMA has muddied the waters with it's very vague advice, which is not backed up by any legislation.
Have another read of your policy wording specifically about cancellation and see if you have cover for cancellation due to FCO advice.
If you do then go back to your travel insurance company and make a complaint if they still refuse to pay.0 -
