Parking Fine during Covid

During lockdown my partner got a ticket when driving my car and although he did buy a ticket for the designated time he put in the wrong licence plate number.  I had a letter in  the post in June from BankPark, I tried calling them but due to Covid19 but their office are closed.  I didn't have access to the internet then so sent them a letter by post.  Didn't get a reply to this but had a second letter in July.  I have since tried calling, emailing and been on the website but haven't had any response from them.  Yesterday I got a letter from dcbl advising it has now been passed to them.  Does anyone know where i stand.  The payment is now at £160 from the original £60, which i feel is unfair as i have tried to get i touch with them.  I have been through the newbies thread and couldn't find anything relating to Covid only for ongoing appeals.

    There is nothing, but a judge would certainly be interested.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    What precisely was said in the letter? Did it reveal the drivers identity? Yes or No. Was it an appeal? Yes or No. 
    What was the date in parking, and what is the issue date on the Notice to Keeper?

    I wrote to them and said i was not the driver but it was my partner but didn't give his name and requested an appeal based on the fact that he had a ticket just with the wrong (plate number) sorry VRM details,  as they would be able to see a ticket for that exact time but not a car with that registration.  The date in parking was 29th May 2020 and the Notice to keeper was sent 9/06/2020

    Landowner or retail park management company complaint is best , asap

    Nothing beats a landowner cancellation

    We have loads of Bank park threads on here this year , please read a few

    Google Street View shows images from 2019. One simply says it is a charity car park at 40p per hour. The camera car entered the car park in 2015 but didn't get close enough in 2019 for the signs to be read.

    Signage that can be seen on the junction with the main road.



    Entrance to the car park that looks like it used to be a Safeway supermarket.



    You should go back and get pics of the entrance, entrance signs, and any signs within the car park from a driver's perspective.

    As already mentioned, complain to the landowner and the charity. 

    Complain to your MP as well about his unregulated scam.

    We assume by now you have read the NEWBIES thread properly. 

    COVID changes nothing.  No-one pays UKCPM or phones them or DCBL.

    Everyone has the potential to simply get a landowner cancellation.
