Although builders ‘extras’ are quite often a rip off ( want that single power socket upgraded to a double power socket, certainly that’s £75, ) I don’t think £65 for a TV outlet and ‘hidden’ cable into the loft is actually that bad, fitting an aerial onto the builders cable (£20-£30 for the aerial) is an easy enough DIY job.
Compared against ( obviously prices may vary depending on where you are ) around £150-£200 ( that probably would be parts & labour ) to get a third party company to install an aerial, and that would be surface wired , personally I would go for 2 outlets , ( lounge, bedroom 1 ), set against the overall cost of a house purchase , I dare say that’s a relatively small amount.0 -

Now is the time to decide where you want your lounge TV installed. Do you want it wall mounted centrally or positioned in a corner on a stand. If wall mounted then also get the power point installed next to it otherwise you will have a black power lead going up your wall.
Want a tv in the kitchen or specific bedrooms? Once again decide now and get power points installed. In our kitchen we have a Roku stick for the tv as we were too late to get extra points installed. It's ok for secondary use but for a main lounge tv get a proper installation done by the builder.0 -
Question is will a loft aerial work in this location? Roof materials attenuate signals a lot. Only strong signal areas are suited to loft aerials.
Will external aerials be allowed by builder if needed? Many have covenants to stop such things spoiling the look of the estate until the last home is sold when they don't care any more.
What cable will they use. (The cheapest rubbish probably). Same with aerial points. Specify Webro WF100 cable (all copper core, screen braid and foil screen) and screened/shielded coax outlets are used. Cost is minimally more than the cheap stuff but worth it.
