If the Registered Keeper is somebody (Car Repairers) who loaned the car out, would/should I have to contact them to see if they were sent an NTK and ask them to do a SAR?

Yes, I would, or ask them to show you the paperwork they got about it.

Is everything stated here true?
They can’t simply add charges on willy-nilly. If you are the keeper of a vehicle, the only sum that anyone can lawfully pursue you for is the unpaid cost of the original parking charge notice – no more than £100.

Nothing happened. I offered to go to court with this poster if ever they got a claim - and nothing more happened.

It's only GXS at Shoreham Port. No biggie, not a fine.  A predatory cash cow of a site.   Several other threads you can search and read about GXS that are more recent.
