    I had a similar situation in Aus. I passed on the mail for a year but then I opened anything interesting and binned all of it.

    He got a couple of speeding tickets which his licence would have been suspended for not being paid.  I don't get mail for him any more.

    Exactly this. I don't think the court would hear a case where the defendant was named as "The Occupier". A similar reason not to tell TVL your name if you have no need for a TV licence.
