Why was this template the easy one to find but not the right one?  What is it to be used for?
The one in the newbies thread doesn't allow me to add any individual details about missing signage etc. nor suggests removing any non-relevant info.  Am I not supposed to do that until the next POPLA level?

MSE have been asked many many times to revise that old template that says exactly the wrong things, but to date they have not even bothered to respond.

There's no point in adjusting the NEWBIES thread template. Your appeal is going to be rejected anyway.
You just want to get a PoPLA code so than you can appeal to them.

Send the NEWBIES thread blue text template appeal unchanged.
    No additions or alterations needed.
    Send it as the keeper.

OMG we just saved another person from using the awful template appeal in the MSE article.  Phew!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up,

Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

I've appealed to POPLA re insufficient signage. Part of their witness statement gives a statement about their authority by the landowner to issue fines.  The landowner's name is missing. I've made enquiries and cannot discover who this is.  It's a large retail car park so maybe the council. Does this make their statement invalid?

Is that it? That's the only argument in your PoPLA appeal?

After your previous faltering start, I would've thought you might have shown us your PoPLA appeal before sending it.

    Which retail park? Where exactly?
