To be correct, the sentencing "bands" for a 30 limit starts at 31 (not 35), it's just that enforcement doesn't usually start until 35.

I doubt very much they'll be offered a speed awareness cours.
ALL speed awareness courses ceased to exist and police stopped offering them when the pandemic hit and we went into lockdown. As far as I'm aware speed awareness courses have not resumed so it's now back to points and fine for going more than 10%+2MPH over the limit.

So I can't be offered a course because of a pandemic but everyone before and after me can? I can't see them doing that, it would be unjust and unfair.

There is no legal right to a course offer.  However they are being offered via Zoom in England and Wales as far as I know.

Digital courses are being offered but it appears to be only for people that have already been applied for a classroom course.

If you had already booked and paid for a course, we are now offering digital courses as an alternative.  If your original course provider has not yet offered you a digital course, please contact them to arrange this.  They will either be able to offer you the digital course (if they are running them)

You need to wait for fourteen days to see if you (assuming you are the Registered Keeper) receive a "Notice of Intended Prosecution" and a request to provide the driver's details.
What if the 14 days passes and get one after that? Does it still stand?
If you are the registered keeper and all your details are correct you normally get a NIP within a few days. If it takes over 2 weeks you would have a defence but may have to go to court to utilise that defence.
I would change the my boldened "would" to "might".  If the police can produce evidence that an NIP was sent to the address held by DVLA so as to arrive within the prescribed time limit, then the Interpretation Act will deem it served within the time limit, unless the OP can esatblish otherwise.  The police will probably have incontrovertible evidence that this NIP/s172 request was sent wthin the appropriate deadlines, so can the OP establish it was not legally served?

Right can you please report your concerns to Nicola Sturgeon we have never had the courses in Scotland.  Now that is unfair.
