then get her to email the SAR asap, obtain her data including the documents and try to work out why nothing arrived at the time or since, that is the starter point, knowing why nothing arrived and having all their paperwork and data evidence

all Highview have to do is convince a judge that it was probably sent, not received. a judge has to be more sure than not, so the fact that they issue tens of thousands of postal notices per annum will convince a judge that it was probably sent (so not received is dead in the water)

then comes stage 2 , why werent they received  ? who was at fault regarding the correct address ? did they go to the correct address on file by the DVLA ?

ask the DVLA if the details for name and address were correct, find out who accessed the details and when they did it, plus what address were Highview given at the time in the KADOE request ?

be like Poirot on this , not Clouseau

this could have been worse , it could have been council or police etc (lets hope there are none of those awaiting payment, that would be a disaster for her)

For one PCN perhaps, but two? Neither received but two letters off DCBL received on the same day relating to two different dates, it just doesn't add up.

    ...it just doesn't add up.

Of course it does. These are computer generated. A conveyor belt process if you like.

And it's not just your two. Within ten minutes of you making your original post @sosolo  posted almost exactly the same - https://forums.moneysavingexpert.com/discussion/6163480/debt-collector-letter-highview-parking

I get that these are computer generated but what I find to be unbelievable is that original PCNs were actually issued by Highview, and they would also surely have issued follow-up letters threatening further action - we've received nothing until today.

two or twenty two, doesnt matter, they are only allowed to use the address listed at the DVLA,
THEY MUST ACCESS THAT DATA EACH AND EVERY TIME THEY WISH TO ISSUE A PCN

there was one recent thread on here with 25 letters issued

why do you think we told you to tell her to email a SAR ?

ITS TO GET THE MISSING PAPERWORK OF COURSE, TO SEE WHERE THE ERRORS ARE, NO MATTER HOW MANY ARE IN THE PIPELINE

At a local Tesco store but how the hell is anyone to know who was driving on a couple of dates over four years ago? It could have been any of four people.

That's good to hear. Who needs to know who was driving?

    Maintain the uncertainty.
