all Highview have to do is convince a judge that it was probably sent, not received. a judge has to be more sure than not, so the fact that they issue tens of thousands of postal notices per annum will convince a judge that it was probably sent (so not received is dead in the water)

then comes stage 2 , why werent they received  ? who was at fault regarding the correct address ? did they go to the correct address on file by the DVLA ?

ask the DVLA if the details for name and address were correct, find out who accessed the details and when they did it, plus what address were Highview given at the time in the KADOE request ?

this could have been worse , it could have been council or police etc (lets hope there are none of those awaiting payment, that would be a disaster for her)

For one PCN perhaps, but two? Neither received but two letters off DCBL received on the same day relating to two different dates, it just doesn't add up.

Only two?  That's nothing.  Someone got 31 separate letters. 
What happened when you COMPLAINED TO TESCO HEAD OFFICE?

I am about to help 4 posters by pm who all have these letters and coach them on how to address this scam.  If you want to be included in the group messages I will be sending, send me a pm.

We haven't complained to Tesco yet, we only received the letters yesterday and this was the first we've heard of this. I'll PM you for the group messages, thanks very much.

As already said, the Tesco CEO plays hardball with customers, the smaller stores use their own staff to take pictures and forward to the PPC.   But, try them, their customer service is terrible
Group messages off forum means that DCBL won't have a clue what's happening, that's good

Not a single person has asked you to identify the driver!
IF Highview were competent, then it wouldnt actually matter who the driver was. Just who the Keeper was. This is because of a crappy piece of legislation called POFA2012. However, highview are far from competent, and the do not comply - meaning only the driver is liable
IF it came to court they would have to prove, on the balance of probabilties, who was the driver on each and every occasion. "Prove" means provide some evidence - they cant just make an assertion or assumption. 
They have no proof, unless you tell them - so dont even speculate as to who was most likely, jsut say X drivers used the vehicle so it could have been 1 of X
