IF Highview were competent, then it wouldnt actually matter who the driver was. Just who the Keeper was. This is because of a crappy piece of legislation called POFA2012. However, highview are far from competent, and the do not comply - meaning only the driver is liable
IF it came to court they would have to prove, on the balance of probabilties, who was the driver on each and every occasion. "Prove" means provide some evidence - they cant just make an assertion or assumption.
They have no proof, unless you tell them - so dont even speculate as to who was most likely, jsut say X drivers used the vehicle so it could have been 1 of X4
