Debt collector letter- highview parking

Hey guys 
I've received a letter today from a debt collector stating I wrongly parked in Tesco in October 2018. I've had no previous letters or requests from highview parking. They state I have 14 days from the letter date (which is actually 6 by the time I received it today) to pay. They say I can no longer appeal.
1. I want to appeal and plan too, I was going to go through 'parkingfines.org.uk'
2. I am wanting to buy a house soon, will this unpaid problem affect my credit rating 
3. As it was 18 months ago, surely it's out of date anyway?!

    I posted this:
    As the fourth post in the NEWBIES thread advises, you can ignore debt collectors letters.
    Certainly do not ring them. They will trick you into saying something you will later regret.
    The parking company has up to six years to chase this alleged debt.

    1) much too late to appeal

    2) no , an unpaid CCJ does that , you haven't got one yet

    3) hope , they have 6 years to pursue a court claim

    2. I am wanting to buy a house soon, will this unpaid problem affect my credit rating 
    3. As it was 18 months ago, surely it's out of date anyway?! 
    Small wonder PPCs thrive given this level of supposition!  What sources have you researched?  This stuff doesn't revolve around guesswork.

    Ignore powerless debt collectors. The fourth post of the NEWBIES sticky thread that asks you to read it before posting tells you why it is safe to do so.

    Check that the details on your V5C were correct at the date of the original event.

    Send an SAR as per the NEWBIES to flush out the original PCN.

    Send a (late) appeal using the template in blue from the NEWBIES.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up,

    Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
