Please don't do this. Don't send a letter before claim unless you are actually willing to take them to court. In order to do that you need to have a case against them.
So come on @D_P_Dance, what is the tort here for the OP?

Pould, I wholly reject you advice.

A couple of years ago I sent such a letter to APCOA.  They sent me a two page reply obviously written by a legally qualified person  telling me I did not have a case.  This letter must have cost them £££s.

Come on Pould, think outside the box a letter costs you nothing, their reply costs them money.  Of course there is no tort, the LBC is a bluff, the whole game is based on bluff.e

So you're recommending to send an LBC simply to wind them up? And this fits into the pre-action protocols how exactly?

Well done to the OP - proof again that complaining to the landowner IS Plan A.

Can you tell us which email address to use for the retail park, and exactly which one/where it is?

Don't send a LBC.  Just check P/Eye's website in a few days, to check it shows 'cancelled' or 'zero due'.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Precisely

and  this fits into the pre-action protocols how exactly?

How is that my concern?   What have PAPs got to do with it?
