If it is insured then SORN status is immaterial. Do you check that it was SORN'd?
At the moment there is a big gap in your information and the only offence that is obvious is under Construction & Use for the lack of a number plate

Whenever I've tried to report anything to do with cars, no-one is interested. Tried police and local council. Seems like low level crime is the new norm and unless someone has been murdered or its in an area where the police are getting a hard time from the press, then you can expect no response. Most police stations are no longer there so you can't even go in person and bang on the desk; just wait in a queue for 101 and the latest excuse as to why it's a civil matter or whatever.
