    I didn't say it wasn't, did I? 
    It's possible that somebody who doesn't seem to know that he shouldn't be behaving in the way he is also doesn't have insurance.  That is something the police could check if they could be bothered.

    incidently if you get the vehicles reg no , you can go to askmid and check insurance on the vehicle

    Try contacting your local councillor with a can you help - it is the council who remove such vehicles here, but a slow process once put in motion.

    He can't though he has no reason to access that information.

    That requires you to commit a data protection breach AND obtain information through false pretences, and many people would find those far more serious offences than parking an untaxed car on the road.
