Looking a mess results in no model name being displayed and DVLA form asks for the model name as well as make and registration number (as though they can't identify it without a model name).

The DVLA can ask whatever they like, but there is no legal requirement to display the model name, or even the maker.

But you do agree there is a legal requirement to have a rear number plate and not have a SORN vehicle on the public highway for more than a month?  And to have it insured when it is on a road?

How do you know it's not insured?

I didn't say it wasn't, did I? 
It's possible that somebody who doesn't seem to know that he shouldn't be behaving in the way he is also doesn't have insurance.  That is something the police could check if they could be bothered.

you do know that the DVLA have not been processing v62 for lost v5 s , and many many peopler are unable to tax there vehicles at present 
incidently if you get the vehicles reg no , you can go to askmid and check insurance on the vehicle

Try contacting your local councillor with a can you help - it is the council who remove such vehicles here, but a slow process once put in motion.

He can't though he has no reason to access that information.

That requires you to commit a data protection breach AND obtain information through false pretences, and many people would find those far more serious offences than parking an untaxed car on the road.
