I didn't say it wasn't, did I?
It's possible that somebody who doesn't seem to know that he shouldn't be behaving in the way he is also doesn't have insurance. That is something the police could check if they could be bothered.

you do know that the DVLA have not been processing v62 for lost v5 s , and many many peopler are unable to tax there vehicles at present
incidently if you get the vehicles reg no , you can go to askmid and check insurance on the vehicle0 -
Try contacting your local councillor with a can you help - it is the council who remove such vehicles here, but a slow process once put in motion.
