p.s. if younger sister said this merely because she (wrongly) believes that because mother is going into a home it must be sold, this is incorrect, due to older sisters age, it doesnt .And you cant stop comments. Just dont look again if it bothers you but then again maybe you'll have some follow up questions.1

I know you don't want more replies, but these are some things to think about.

Obtain a copy of the title deed to your mom's house and see what name is on it. If it's your mom (late dad?) great. Older sister doesn't have to move.
Younger sister can't 'give notice', unless it's only her name on the title deeds, even then there is a procedure to follow.
It doesn't matter if it's a care home or a home, it's still not where she is living now.
If GP is saying she can't look after herself, that medical opinion will carry weight.
Urine infections are common in older people. What other health issues does your mom have? Is she able to walk? Look after her own hygiene and toilet needs? Feed herself? Cook? Have conversations? Know what day of the week, what month, what year it is when asked? Can she recall conversations from previous times you spoke with her?
How often do you speak with your mom and older sister, either face to face or by phone?
Does your younger sister have more contact with them?
You need to find out more answers, this will lead to more questions, but you cannot ignore this situation and hope it goes away. What you can do is not get involved, but you do not seem like that type of person.
I appreciate it's a very difficult time, especially due to your own personal circumstances, however people will talk you through everything when / if you are ready to return.
