It will be a new build exclusivity deal . Ofcom allows BT , and others , an exclusive period to allow then to recover their cost of installation on the estate.
It's not a scam or anything else , a little bit of research before moving in should have revealed the lock in period was applicable ( or the developer should have told you )

Looking at the list I provided Aquiss looks a fair bit cheaper. £5/month for 3 months then £30/month thereafter. It's a 12 month contract. I haven't looked at the small print though.0

Here the thing , it been established that the OP has a choice , so how can they be trapped to any one provider ?, if the providers the OP would like to use are not available , that’s down to those ISP’s not signing up to use OR FTTP in the same way they already are signed up to OR FTTC, so if there is a ‘fault’ it’s because the ISP’s the OP wants to use are slow on the uptake with FTTP provided by OR, ( BT and 5 or 6 other ISP’s have managed to be signed up already )It will be interesting , when Sky and TT do launch a FTTP product on OR , what they will charge, , I suspect many are thinking £10, £15, £20 per month cheaper, personally I doubt it will much cheaper , 1p cheaper than BT lets them advertise as cheaper than BT.0

I am in the same situation as the OP and, as some responses above have pointed out, I too have a choice. Unfortunately, it is a choice of one (BT) or no telecoms connectivity at all.
When we moved in we were given flyers from Sky but as far as I am aware they don't appear to supply anyone on the development. My initial 18 months contract will be coming to an end soon and I plan to walk around the development with my tablet and run a WiFi checking app to see who everyone else uses (unless they hide their WiFi address of course). It will probably be just BT which is ok with me as the service has been very good from day one.
A choice would be nice but it's not the end of the world if it's limited to BT.0 -

I locked myself into a long deal with BT just before I moved to my new build. Since then I’ve negotiated a new deal around Black Friday each year. They are usually happy to knock a few pounds off in return for me extending my contract. Earlier this year I was lucky enough to benefit from a glitch on their website which they kindly honoured. Fibre 250 plus Halo on a 24 month contract for £15.99 a month.0
