serious misconduct by HMRC staff and ask The independent Office for Police Conduct to oversees the way HMRC deals with these complaint.
Or go back down the same route of complaint through the Adjudicator's Office to look into your complaint again.

You should first be clear what you want to complain about as at the moment it is far from clear that HMRC have done anything wrong.
It is almost certainly not serious misconduct by HMRC and nothing to do with the police.5 -
Your thread is confusing. You need to be clear d what has happened and why before you make any complaint and should stick to the normal routes. Not go all nuclear. Especially when you are as confused as you are.
You posts flit between self-employment and limited company. Your board name suggests you are a limited company as a company of that name exists at companies house. So, that would mean you are not self employed and should not be claiming things that are applicable to the self employed.
Given your confusion with terminology, can you please confirm the following:
1 - Are you self employed or a director of a limited company?
2 - What "grant" are you applying for and have been rejected?
