Can i submite a small claim court against HMRC?

I submitted my accountants in 2019, sent hard copies, complaint letters. There system showed received in May16th 2020 and available for viewing online. I have screenshot evidence and have received conformation in letters of them excepting they have them. Now on 29th May they now say they don't have them and when logging back in had to HMRC site its asking to re-submit, in which they are saying am not eligible for grant because I didn't meet the deadline.
Can I take them to small claims?

The self employed don't submit accounts to HMRC, they need to file a Self Assessment return.
Is that what you mean or are you under the impression submitting accounts is a normal requirement?
The SEISS grant is based on what is entered on your tax return not a set of accounts.0 -
I would add that you cannot issue proceedings against HMRC in the small claims court. The procedure is here, but you need to confirm (see previous post) you have actually submitted your 2018/19 return, rather than your accountant(!), to HMRC by 23 April 2020:

Basically its my tax returns and they are saying not been done when clear evidence show it has been. I have had 2 accountants look at it and calculate what is owed to me.0

Did you file online or by post? Did you get statements before 23 April 2020 showing tax due on 31 January 2020 for 2018/19 based on your returns?0

My tax returns are submitted on time, there Online site has failed. It showed them been received but then upon applying for grant they said not eligible, because tax return not filed but system showed it had. they even had hard copies sent, then on may they have clearly been into my account and deleted them off.0

the deadline was April 23rd so even if they weren't now saying they didn't have them you had missed the deadline anyway.0

I have never heard of such a thing happening. As you have accountants, get them to act for you on this matter.

Surely the changing of confirmed uploaded accounts records & excepting receipt before 16th May, then making changes illegally to now look late and denial of receipt is surely fraud and misconduct of HMRC.0

December 2019 and showed on HMRC received 16TH May.0
