The trouble is he is the police, I believe. He's also a cheeky beggar, so would probably investigate himself and find himself innocent!

It doesn't work like that. He is a police officer, but he isn't "the police".

If you make a complaint against him he wouldn't be allowed to be involved in the investigation. In fact he'd be suspended IMMEDIATELY to prevent him having any involvement.
Bankruptcy isn't the worst that can happen to you. The worst that can happen is your forced to live the rest of your life in abject poverty trying to repay the debts.

Was an inventory taken when you moved in? If it wasn't, the inspection is a bit pointless anyway...impossible to prove how the property was before you moved in.
  • there was an inventory, stapled to the back of the contract.

Just be firm, let him know you know your rights, and will use them. I doubt he will try it on further whoever he is.
  • we didn't sign the page the inventory is on, only the page before where we had to sign to agree to the contract..
  • Could some one please let me know if i need to go through with the inspection.. i didn't sign the page the inventory is on, it was stapled to the back of the contract.. or as i signed the contract, does that incluse the inventory as it was stapled with the contract??

    does that make sence??

    Read the contract.

It may say something that means that the inventory is included in the contract.
    .
I suggest you write an email/letter to your landlord stating everything that was agreed between about the last month's rent and the deposit. Keep it letter/email concise. If he later threatens you with court action or takes you to court then you have evidence of what was agreed.
    I'm not cynical I'm realistic :p
