Don't go to the CAB about PPC scams. They are clueless.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Did the letter offering £15 to clear the charge include a POPLA code?  If not, you might have a case to complain to the BPA, which could lead to the ticket being cancelled.  But you will need to see exactly what UKPC have supposedly sent you. So you need to send them a SAR to elicit that information.
I gather you want to keep this simple but at this rate I reckon simplicity will come at a cost i.e. a lot more than £15.

Being able to see everything that UKPC claim to have sent you would level the playing field, at the moment you're in the dark.  The SAR is a good thing to do ASAP, swiftly followed by a complaint to the BPA if appropriate.  That would need to be quite a swingeing complaint because it often seems that the BPA sleep on the job & need an alarm call.

Please don't seek advice from the CAB.  I volunteered for them for a while.  Fantastic on Council Tax and debt advice and many other things, but unfortunately very misleading about private parking charges.
