UKPC - Is it right once passed over to debt collectors that you cannot deal and resolve directly?


Anyway I was quick to appeal within 24hours online (as i was going on holiday next day) I gave photo evidence of permits etc, it states can take 35 days to respond. Then I waited
I havn't seen any emails but yet now i get a letter from the debt collectors.
I told the debt collectors i havn't receive an answer yet and they have sent me a copy of (picture/pdf) of the content of the email supposedly sent 21st Feb with options.... one of the options was to pay £15. If i has seen this i would have just settled with the £15 even though i didn't do anything wrong in my eyes, i know few other colleagues who have been through this and had the same outcome.
The debt collectors say its £160 (or reduced to £128 in full) as ukpc still need their £100 plus their fee
I still cannot find this original email but I am being told i wont get any responses if I try contact UKPC direct.... If they were willing to accept £15 then why can't ukpc not accept my £15 now i know about this option?

in times like this , the owners of the comunal offices need to assist there renters not antagonise them , firstly , you and all staff members with cars should tell your boss that he has to contact management co , and get your names entered on a whitelist , after which you will not display permits
failure will result in you parking off site , and no overtime or extra hours will be worked , keep on at them , dont accept a "no"4 -
Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

I agree although its slightly irrelevant now as we are no longer at these offices (whole company change happened) so the guy has no cars to stick tickets on now lol0 -

I can do that which maybe makes them think about who they employ to do their parking management in the future but its already been issued so the management company will surely not care about 1 employee of a company who no longer resides in their office space. The issue is i want to just get hold of ukpc to accept my £15 offer and close the case without the risk of being taken to court if i don't pay £160 to the TP1 -

the land owner / management company can get this cancelled ......UKPC will in all likelihood not accept your offer ... why would they they want your blood.you are not dealing with normal rational companies here ... they are scammers ....Ralph2

Debt collectors will be reluctant to let you deal directly with UKPC because if you settle with UKPC, the debt collector gets nothing. The added £60 to the £100 is the element that the debt collector would receive if you paid them the £160. It's unlikely that UKPC will deal with you once passed to a debt collector. So just ignore and see what the next move is.
Did the letter offering £15 to clear the charge include a POPLA code? If not, you might have a case to complain to the BPA, which could lead to the ticket being cancelled. But you will need to see exactly what UKPC have supposedly sent you. So you need to send them a SAR to elicit that information. Please see the NEWBIES FAQ sticky, second post, to learn how to phrase and issue a SAR.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thanks for your responses and i get alot of it, i haven't asked for photo evidence yet as i just wanted to pay the £15, i am going to try the willingness to pay what they offered angle, then worse case the risk of not paying and call their bluff knowing I have not done anything wrong or direct complaint to BPA
yes one of the other options after the £15 saw the POPLA option. I still don't they sent the email to me

I have been on code of conduct today and citizen advise. I am going to try get hold of them tomorrow (wishful thinking) and accept their offer0
