    Just spent the last sixteen minutes on the phone to them, he was trying to be helpful but said he couldnt give me anymore information. I told him it was public information so away he went to refer to what he claimed was his manager and came back to repeat what he had already said. He then said there are 4 people that pay business rates in that area but no one for the car park and refered me to the land registry so I informed him Id already been there and its registered to a company in Luxembourg , he was doing a lot of hmmmmmm but basically that was it. He said the landowner is public information but the rate paying is protected by the data protection act

    I would send a record of the conversation to the Chief Legal Officer, naming your informant, and ask him/her for confirmation.  
    You never know how far you can go until you go too far.

    Portsmouth City Council
    are going to get in very serious trouble then.

    They publish this PDF on their website:

    Havant Borough Council even say this on their website:
    Freedom of Information requests show there is a demand for a variety of data from Havant Borough Council’s business rates records.
    We publish list of all businesses liable for non-domestic rates on a quarterly basis.General data
    Information includes:
    • Property reference
    • Property address
    • Property description
    • Current (2018) rateable value
    • Whether a property is empty or occupied
    • Whether small business rate relief applies
    • Whether mandatory or discretionary relief applies
    • The percentage of mandatory or discretionary relief
    • Ratepayer's name, where they are not an individual or individuals
    Personal information has been redacted in accordance with the Freedom of Information Act 2000. The ratepayer is the person liable to pay the charge.
    Account references are not included as these are personal to the account.

    Thanks for that, Ive fired off a few emails to the council, Lidl customer services, Lidl CEO and the area land manager for Lidl, also the ICO, not to mention VCS themselves with a SAR request seeing as they havent replied to the one I sent them 2 years ago. KeithP I just sent the council another one quoting what you gave me so will see what I get back.

    @ellaro9, I have to say I admire your proactivity in dealing with this. A welcome change from many newbies who can't seem to do anything for themselves without handholding, cajoling, guiding and directing for any and every action needed. Then when given top advice, they come back asking for further confirmation that what has been given is correct!

    You can check here to see if they are paying business rates and if the right Council is not one of these, put a FOI in yourself, same wording.

    Thank you Umkomaas, Im very flattered, theres no way Im giving these scammers a single penny until a county court judge tell me I have to, I am extremly grateful for any and all advice I get on here so if people are good enough to give their time to help then Im certainly going to make full use of it.

    Coupon-mad the council isnt on that list so Ill wait to see what they say tomorrow and send them a FOI request if they force my hand.

    Email them that FOI list and ask why they are still refusing...and do they still think it's not public data!
