How long between 'offence' and PCN??

Hello,
Today I received in the post a PCN from Excel Parking because I didn't have a ticket in one of their car parks. Actually I'd gone off for less than 3 minutes to get some change - but that's for another day.... What I want clarification on is is that this happened on 6 February but, like I say, they only informed me (and want £100) today, 21 May. Is there a deadline on the gap between offence and notification? I see mention of they 'should' advise you in several places c/o Google but nothing definitive.
Your expert advice much appreciated.

They have up to six months following the parking incident to get the keeper's details from the DVLA.
It follows therefore that a PCN can be delivered sometime after that.
If they want to transfer the driver's liability to the keeper, then the timescales are much shorter.2 -
as above6 months to issue to a driver14 days to issue to a keeper under POFA 2012 as long as no windscreen ticket was issued on the daywe believe they have issued an NTK postal pcn to a keeper due to not knowing who was driving, so keep it that way and edit your post above accordingly, people who blab lose money1

So you're suggesting the 'keeper' could perhaps say they don't know who was driving the vehicle...

no I am notI am saying that the keeper can appeal it as keeper using the blue text template in the newbies faq sticky thread post #1 and keep quiet about who may have been drivingthe onus is on Excel to either comply with POFA or chase the driver, who shall not be named by you the keeperie:- no comment1

You might be interested to know that, with your permission, I am insured to drive your vehicle. As are probably several thousand other people with a 'driving other vehicles' clause in their insurance policy.3

Yes thanks Keith - I should have said, my insurance specifies I'm the only person allowed to drive (it's a business vehicle).

Good question , it's important to understand all the entities
Owner
Registered keeper
Day to day keeper
Driver
Some people are all of them , others may only be one or more
The insurance issue is irrelevant , as stated above many people are insured to drive it , me , other people with fully comprehensive insurance , police , garage mechanics etc
If you are the keeper , then appeal as keeper , Excel will reject the appeal anyway , so do not overthink this1 -
It's my vehicle and I'm all 4 of the above. Yes RedX, from what I've heard they absolutely will. Any point going to their regulatory body to appeal after that?
