    I don't understand why you won't say where this happened.  

    I doubt that retailers read this forum ... they may do I suppose but it's not as if you're hatching some dodgy plot.  You are just interested in how you can exercise your rights to fight this scam PCN.  

    If the store manager is telling the truth and they are not the landowners, you need to find out who the landowner or land management agent is.  Google the car park / retail park etc.  Look for small print showing names of land management or property companies associated with it - chances are that the company who contracted ECP will show up somewhere.  

    And if you reveal the name of the place then some of us who are flaked out on the sofa trying to summon the energy to get on with their day might help with the googling!

    Always frustrates me when answers to legitimate questions, asked by knowledgeable experts trying to help, are refused on the basis of a reason that makes no sense whatsoever. 

    A bit like going to the Doctors then refusing to answer his diagnostics questions.

    I'm assuming this is Old Dover Road car park ... is that so?

    Scroll down page to the ‘Access Guide’ then hit on ‘Public Transport and Parking’.  Then hit on ‘Parking’ and the first statement you’ll see is this: ‘The store has its own car park’. 

    Well for starters I'd get straight back to the CEO quoting that statement and also contact the store manager again, showing him or her the same links and insisting that they cancel the charge if M&S does actually own the car park.  

    That website also seems to contradict ECP's statement about there being no concessions for blue badge holders. 


    As is often the way it's not necessarily plain & simple however, as on another site it looks as if Old Dover Road car park belongs to the council:

    So the council (or some organisation connected to the council) could be the landowner.

    Second car park isnt the one in question,  but the link is useful.
     Have written to Store Manager again.  Will write to CEO once more, but having not even had a confirmation of my original  email, I'm not confident I'll get an answer.

    Go in and ask to speak to the Store Manager and ask them to email to cancel the PCN because this is disability discrimination and you are aware that M&S can and do cancel these and have done in cases reported many times online.

    So it's not Old Dover Road car park .... is that correct?  And I'd guess the Access Guide is referring to another just by the store?  If so you'll be well set up to do exactly as Coupon-mad suggests.
