So here's the scenario then. Your neighbour is waiting to pull out, sees you pass her, start's to pull out but then you decide to reverse. Not much she can do at this point but stop and assume you've seen her as you should be looking the direction of travel, you're not and proceed to hit her car. If she wasn't moving when you hit her then it's your fault. You should always be able to stop in time to avoid a collision, with a few rare exceptions.0

Whist reading through all the replies it seems it was your fault.. I can understand why you think some of the responsibility should be theirs for just pulling out! Sadly it seems the law is pretty black and white on this.0

Your defence here would have been if you had seen her, and stopped (and honking your horn would be appropriate), but she continued. If she hit you after you had stopped and attempted to make her aware of your presence she would have been at fault for pulling out without having observed properly. Sounds like she did do this, but it also sounds like you weren't observing properly whilst reversing.
