The letter you send to BWLegal commands answers which they clearly don't want to give. That is their downfall and by their continued £60 scam, it can only be expected that the spankings given out by the court will increase until BWLegal wake up, smell the coffee and realise that their scam has no legal authority,1 -

If you send the V5C and/or a copy of the PCN, that is all you should need to prove you have access to YOUR data. Definitely no photo ID, they do not have a photo of you to which to compare your passport! They should not require a phone number.
According to the ICO, you should supply your up-to-date contact details but it does not specifically state telephone number. After all not everyone has a telephone.3 -

If they want a telephone number, give them one - plenty available, including Whipsnade Zoo, Blackpool Tower, Madame Tussaud's or your local Wetherspoon. Or if you feel forced to use your own number, simply jumble up a few digits - PPCs love mis-keyed digits, but they can't penalise you £100 for a mis-keyed phone number!Please note, we are not a legal advice forum. If you're filling in an online form where a phone number is mandatory, give 0333-8888888. This takes callers to a recorded message telling them to contact you by email.
I've tried calling it, and it works.
As for photo ID, the ICO have said this is not required as the other party has nothing to compare it with.

I got a reply from the landowner, bit of a jobsworth 'rules-are-rules' response basically in the vein of "there are signs up" and it's "your responsibility to know the deal" etc.Are there any follow up methods/responses with a landowner to persuade them further?I'm over that way this week anyway so will pop past to get pics because although they say there is signage on entry the driver is convinced there is none.NB the person responding was the Commerical Parking Manager at a managed services company who I imagine take care of the sites facilities etc. The enquiry was with the site but they get forwarded internally to where they think it should go.1

What kind of a car park is it - residential, retail, pub, hotel, leisure centre, bomb site ......?
