Exactly, it's explaining to you how to drive efficiently but asking you not to hold others up - if you're wanting to drive at 40 in a 60 then let the car behind pass.

..the simplest way to train yourself to drive efficiently is to imagine your journey is (say) 100 miles and you only think you have enough fuel for about 90 and all the petrol stations are closed...that should do the trick..

Pumping the tyres to a higher pressure will use less fuel but you will have less grip so you have to take it more carefully if you do this; more gap to the car in front etc. etc.. In winter, making sure the heating is turned off until the engine temp is up to normal will save fuel though be less comfortable and your windows will probably mist up. Turn the air-con off to conserve fuel.
