PCN issued by NCP in a hospital staff car park

Hi, I am a staff working in a hospital. On a rainy day last week I was parking on a gated staff car park at a bay near the entrance. My car may have parked outside the marking of the bay due to the weather condition. I didn't even notice the parking ticket on the day. 2 days later I picked up a PCN on the floor. 
The PCN detail is incomplete i.e. time observed is 'N\A N\A' and contravention is 'parked causing obstruction inconvenience'.
The parking is managed by NCP.
What should i do next? should I ignore, or should I appeal. Many thanks in advance for your advice.

    Read the newbies thread for a start

    Then your first job is to complain to HR at your trust , especially after what was said about free parking for NHS staff during this crisis

    Get it cancelled at source

    Appeal as keeper to NCP using the blue text template on day 25 following the PCN date , so in a few weeks time

    No blabbing about who was driving

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    Floor of the car park, or the floor of your house via a postal notification?

    Complain to the hospital trust manager/CEO. If you have a union rep, get them involved as they should be all over this disgusting scam. Tell the hospital management you can't afford to come to work if you keep getting a £100 charge every time you park.

    Complain to your MP about this unregulated scam, and to the Prime Minister who said several months ago that his government was going to put a stop to this. I would include Robert Jenrick MP as well since he is in charge of the group that has been tasked with writing the new mandatory CoP. 
    A new parking bill was passed fourteen months ago so you should be asking when the new CoP will be ready, and asking why unregulated PPCs are scamming our fantastic NHS heroes who are risking their lives every day to keep us safe.

    Contact local and national press, especially the Daily Mail who love this sort of thing. "NHS staff all over the country penalised by parking scammers for saving lives."

    Appeal to the scammers once all the complaints have been sent.
